Russian Federation – Inability to comply with delivery standards

The designated operator of the Russian Federation, Russian Post, asks us to inform other Union member countries and their designated operators that, owing to the quarantine measures implemented in Moscow to minimize the spread of the coronavirus (COVID-19) and the fact that the principal office of exchange for imports is located in Moscow, Russian Post is unable to guarantee compliance with delivery standards.

As a result, Russian Post is invoking a situation of force majeure with regard to quality of service and remuneration for all categories of mail item (letter-post, parcel-post and EMS items) until further notice.

Russian Post thanks all Union member countries and their designated operators for their understanding. It will update them via EmIS once the situation has returned to normal.
